Housing & Property Maintenance Responsibilities

Housing & Code Enforcement is charged with the enforcement of Chapter 15 of the Borough’s Housing & Property Maintenance Regulations. It is made up of a HOUSING OFFICIAL, who oversees Certificates of Code Compliance for the occupancy of one and two family dwellings, and dwelling spaces, and a CODE ENFORCEMENT OFFICER, who enforces code enforcement matters outside of dwellings and structures. The primary responsibilities include:

  • Establishing minimum standards for basic equipment and facilities for light, ventilation, space heating and sanitation; for safety from fire; for space, use and location; and for safe and sanitary maintenance; for cooking equipment in all dwellings and multi-family dwellings now in existence;
  • Fixing the responsibilities of owners, operators and occupants of dwelling and multi-family dwellings;
  • Providing for administration, enforcement and penalties.

Ordinance 15-4 requires that prior to the sale, rental, or lease of any single family, multi-family dwellings, or dwelling space, a Certificate of Code Compliance must first be obtained from the HOUSING OFFICIAL certifying that the building and premises are in compliance with all ordinances of the Borough of Monmouth Beach.

NOTE: This form is used to request inspections for an OCCUPANCY CERTIFICATE for a sale, rental, or any transfer of title, as well as for inspections on Fire, Smoke, and Carbon Monoxide Detectors.
